Personal Background
Kathryn Pantalion-Parker resides in the Grand Mesa neighborhood of Leander with her husband
and love of her life of nearly 30 years. They have called Leander home for 16 years,
experiencing firsthand the city’s growth from a small town into one of the fastest-developing
communities in Texas. Kathryn’s long-term connection to Leander and her deep roots in the
community shape her commitment to preserving the city’s character while preparing for its
future.
Public Service & City Leadership
Her experience provides a deep understanding of Leander’s history, challenges, and operational
needs—knowledge that is invaluable during a period of rapid growth.
Kathryn served two consecutive terms on the Leander City Council from 2019 to 2025. During her six years in office, she:

Lowered the tax rate from 2020 through 2024 and maintained the rate in 2025.
-
Made the highly restrictive SMART CODE optional.
-
Reduced ordinances that restricted commercial growth
-
Completed a 3 rd party analysis of the development process and implemented improvements
-
Completed our first-ever Transportation Study and Water Study.
-
Approved 3rd Party Transit Needs Assessment to determine transit options and costs.
-
Put Cap Metro and Sales Tax on the ballot (Kathryn was recognized by Rising Lone Stars as
-
1 of their TOP 10 for advocating to let voters decide on the future of Cap Metro.)
-
Took back control of the City Library. Employees now work for the city, not a third-party management company.
-
Approved high-level solutions to our water needs
-
Approved Meet & Confer for our Police & Fire (We have a stellar Police Department and Fire Department that needs our continued support.)

Hired a new City Manager with the experience and temperament to get us to the next level.

Approved additional staff to relieve the workload.

Leander Chamber of Commerce
For more than a decade, Kathryn has been an active ambassador for the Leander Chamber of Commerce. Her service includes:

Golf Tournament Committee

Playing an instrumental role in establishing the Old Town Street Festival, a signature community event
-
Volunteering annually at major events, including the Old Town 5K and Christmas Festival & 5K Run
She is a 2015 graduate of the Leander Leadership Program and has also participated in Leadership LISD and Literacy Partners.
Organizational & Volunteer Service.
Kathryn’s dedication to service extends throughout the region. Her involvement includes:
